Turkish flag registration and documentation: requirements and process
20 Ekim 2026 · 6 dk okuma

Whether you have just bought a boat in Turkey or are bringing one in from abroad, understanding the registration and documentation system is essential. Turkey has a well-established maritime registration framework, and the process, while bureaucratic, is straightforward once you know what to expect. This guide covers the baglama kutugu (mooring register) system, the transit log for foreign-flagged vessels, and the procedures for converting between flag states.
The baglama kutugu system
The baglama kutugu, literally “mooring register,” is Turkey’s small craft registration system administered by the local harbour master (liman baskanligi). It is the Turkish equivalent of vessel registration in other countries and covers recreational boats, fishing vessels and small commercial craft.
Every Turkish-flagged vessel must be registered in a baglama kutugu. The registration is tied to a specific harbour master’s office, usually the one closest to where the boat will be kept. The register assigns each vessel a unique registration number that must be displayed on the hull.
Registration gives the owner legal proof of ownership, the right to fly the Turkish flag, and the ability to operate in Turkish waters without any time restrictions. It is also a prerequisite for commercial charter operations in Turkish waters.
Who needs to register?
Any boat that will operate under the Turkish flag must be registered. This includes:
- Boats purchased in Turkey from a Turkish owner (transfer of existing registration)
- Newly built boats in Turkish yards
- Boats imported into Turkey from abroad and converted to Turkish flag
- Boats owned by foreign nationals who choose Turkish flag registration
Foreign nationals can register boats under the Turkish flag. You will need a Turkish tax identification number (vergi kimlik numarasi), which can be obtained from any tax office with your passport. No residency permit is required.
Required documents
The exact documentation varies slightly between harbour masters, but the standard requirements include:
For a new registration (boat purchased from another Turkish owner):
- Bill of sale (satis senedi) notarised at a Turkish notary
- Previous owner’s baglama kutugu certificate (ruhsatname)
- Buyer’s identification (passport for foreign nationals, Turkish ID for citizens)
- Turkish tax identification number
- Technical specifications of the vessel (tonnage certificate or builder’s certificate)
- Proof of insurance (at minimum, third-party liability)
- Photographs of the vessel
- Application form (obtained from the harbour master’s office)
For an imported vessel:
- All of the above, plus:
- Customs clearance documents (gumruk beyannamesi) showing duties and VAT have been paid
- Deletion certificate from the previous flag state (showing the boat has been removed from its former register)
- International tonnage certificate or measurement certificate
- CE marking documentation (for boats built after 1998 in the EU, or where applicable)
The registration process
The process typically takes 1 to 3 weeks, depending on the harbour master’s workload and whether all documents are in order. Here is the sequence:
Step 1: Gather documents. Collect all required paperwork. Foreign-language documents must be translated into Turkish by a sworn translator (yeminli tercuman) and notarised.
Step 2: Apply at the harbour master. Submit the application in person or through an authorised representative. The harbour master will review the documents and may request additional items.
Step 3: Technical inspection. The harbour master may require a physical inspection of the vessel to verify the technical specifications match the documents. For larger vessels, a tonnage measurement by an authorised institution may be required.
Step 4: Fee payment. Registration fees are set by the government and are relatively modest. They vary by vessel size and type. Payment is made to the harbour master’s office.
Step 5: Certificate issuance. Once everything is approved, the harbour master issues the baglama kutugu ruhsatnamesi (mooring register certificate). This is your proof of registration and must be kept on board at all times.
Transit log (transit log belgesi)
Foreign-flagged vessels entering Turkish waters must obtain a transit log from the first port of entry. The transit log records the vessel’s movements between Turkish ports and must be presented at each harbour master’s office when entering and leaving a port.
The transit log has a validity period and must be renewed or extended. The rules around transit logs have changed several times over the years, so it is important to check current requirements before arrival. As of recent regulations, the transit log is valid for one year and can be renewed.
The transit log is linked to the temporary import regime (gecici ithalat) for the vessel. As long as the transit log is valid and the temporary import conditions are maintained, no customs duties or VAT are payable on the vessel.
TSDB (deniz turist belgesi)
Non-Turkish nationals sailing a foreign-flagged boat in Turkish waters should also obtain a deniz turist belgesi (maritime tourist document). This personal document is separate from the vessel’s transit log and is issued by the harbour master to each person on board who is not a Turkish citizen. It records entries to and exits from Turkish waters.
Converting from foreign flag to Turkish flag
If you want to convert a foreign-flagged vessel to the Turkish flag, the process involves:
1. Delete from previous register: Request a deletion certificate from your current flag state. This proves the vessel is no longer registered there and is free to be registered elsewhere.
2. Customs clearance: Import the vessel through Turkish customs. This involves declaring the vessel, paying applicable duties and VAT (currently 20 percent on the assessed value), and obtaining customs clearance documents.
3. Technical survey: Depending on the vessel’s size and intended use, a technical survey by a recognised body (such as Turk Loydu) may be required.
4. Register in baglama kutugu: Follow the standard registration process described above, including the additional import documents.
The reverse process, converting from Turkish flag to a foreign flag, involves deleting from the Turkish register (deregistration), obtaining the deletion certificate, and then registering with your chosen flag state. Customs implications apply in both directions.
Annual requirements and renewals
Turkish flag registration requires annual renewal of fees and, for some vessel categories, periodic safety inspections. The registration itself does not expire as long as fees are paid and the vessel remains in compliance.
Insurance must be maintained continuously. The harbour master may request proof of valid insurance at any time, and it is checked during port calls and inspections.
Changes to the vessel (engine replacement, structural modifications, change of owner) must be reported to the harbour master and recorded in the registration documents.
Practical tips
Working with a local maritime agent (denizcilik acentesi) can smooth the bureaucratic process significantly, especially for foreign owners who do not speak Turkish. The agent handles paperwork, translation, and communication with the harbour master on your behalf.
Keep certified copies of all documents on board and store originals in a safe place. Losing a baglama kutugu certificate requires a replacement process that involves public notice and waiting periods.
For boats kept in Turkey year-round, Turkish flag registration is generally simpler and less expensive to maintain than a foreign flag with transit log arrangements. For boats that frequently cruise between Turkey and EU waters, the flag choice involves trade-offs around VAT status and ease of crossing borders.
